GOVERNMENTAL BODY WILL MEET AT THE DATE, TIME AND PLACE SET OUT ABOVE.  THE TENTATIVE AGENDA FOR SAID MEETING IS AS FOLLOWS:

MINUTES

 

Mayor Fortune called the Cresco City Council meeting to order on May 20, 2024 at 5:30 pm. Council Members Carman, Fosaaen, Bouska, McConnell, and Kriener were present. No council members were absent.

Carman made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes from the May 6, 2024 meeting; minutes from May 6, 2024 special meeting; retail cigarette/tobacco permit for Howard County Jail; Special Class C Retail Alcohol License (BW) with outdoor service to Atomic Pizza Pub, LLC dba Atomic Pizza Pub to expand outdoor service area for music event on May 30, 2024; Special Class C Retail Alcohol License (BW) with outdoor service to Atomic Pizza Pub LLC d/b/a Atomic Pizza Pub. Bouska seconded and it passed all ayes.

Public Works Director Brenno reported: (a) Street department has been busy painting crosswalks; (b) CIT has finished the cleaning of the sewer mains in the northeast section of town; (c) the main concrete for the roadway has been poured on the 7th Street West Project. It will not be open by Memorial Day due to weather; (d) will be attending a nuisance conference Thursday. Currently working on about 30 different nuisances.

Police Chief Ruroden had nothing to report for the police department.

City Clerk Hill reported: (a) Iowa League of Cities annual conference is September 18-20 in Sioux City; (b) Rural Housing Readiness Action Plan is available to review; (c) Northeast Iowa Business Network is hosting a regional roundup on July 17th at PIVO Brewery with featured speakers from IEDA; (d) met with architects on the back portion of the Fitness Center to explore options; (e) reminders have been sent out for the lead service line inventory that is required by the DNR. All properties will need to fill it out and return them as soon as possible; (f) last spring yardwaste pickup is May 28th and will resume in the fall; (g) raffle tickets for K-9 EmmyLou will be sold until the end of May. Tickets are $20 and can be purchased at City Hall or from the police officers.

McConnell attended the Chamber meeting where the conversation revolved around housing and the potential Alliant rate increase.

McConnell reported on the Park Board meeting and they are looking at options for the train in Beadle Park.

Mayor Fortune asked for comments from the audience and there were none.

Andy Ludeking requested to purchase a small section of land adjoining his property. This area is a storm retention basin and Council would like more information before deciding. Brenno will reach out to WHKS to get information on the basin and Council will need to determine if there is no public purpose for keeping the property if willing to sell that portion.

Bouska made a motion to set a Public Hearing for June 3, 2024 for budget amendment #4 for fiscal year ending June 30, 2024. McConnell seconded and it passed all ayes.

McConnell made the motion to set the Public Hearing to amend Chapter 92 Sections 02, 03, 05, and 06, Chapter 99 Section 02, and Chapter 106 section 08 (2) the City of Cresco Code of Ordinances pertaining to water rates, sewer service charges, and yardwaste fees for June 3, 2024. Kriener seconded and it passed all ayes.

Mayor Fortune performed the first reading of the summary of proposed Ordinance No. 509 amending Chapter 92 Sections 02, 03, 05, and 06, Chapter 99 Section 02, and Chapter 106 section 08 (2) the City of Cresco Code of Ordinances pertaining to water rates, sewer service charges, and yardwaste fees of the Code of Ordinances of the City of Cresco, Iowa. Bouska made the motion to approve the first reading. Carman seconded and it passed all ayes.

Mayor Fortune performed the first reading of the summary of proposed Ordinance No. 511 amending Chapter 155 in the City of Cresco Code of Ordinances Pertaining to Weeds of the Code of Ordinances of the City of Cresco, Iowa. Carman made the motion to approve the first reading. Kriener seconded and it passed all ayes.

The resolution second and third reading of Ordinance number 511 tabled until the June 3 meeting.

Hill explained that the dealer is interested in doing a trade-in towards a new wing for snow removal, but won’t have more information until the June 3rd meeting.

A request was received to place information on the town churches in the new customer packet. Kriener made the motion to include the information on the parishes in the packet. McConnell seconded and Kriener, McConnell, Carman, and Fosaaen voted aye. Bouska voted nay. The motion passed by majority vote.

Bouska made the motion to approve the resolution authorizing the City Clerk to sign the Offer of Employment for the part-time city hall position with Michelle Elton. Fosaaen seconded and Kriener, Bouska, Carman, and Fosaaen voted aye. McConnell voted nay. The motion passed by majority vote.

Council discussed dates that consumer fireworks should be allowed. Council was in favor of allowing them during the weekend after the July 4th. Display fireworks require a permit approved by the Fire Chief and Council and shall be handled by a competent operator as defined in City Code. Kriener made the motion to allow consumer fireworks for July 3 – July 6. Fosaaen seconded and it passed all ayes.

Carman moved to adjourn the Council Meeting at 6:07 pm. Kriener seconded and it passed all ayes. The next regular Cresco City Council meeting will be June 3, 2024, at 5:30 pm at Cresco City Hall.
