PUBLIC NOTICE IS HEREBY GIVEN THAT THE ABOVE MENTIONED

GOVERNMENTAL BODY WILL MEET AT THE DATE, TIME AND PLACE SET OUT ABOVE.    THE TENTATIVE AGENDA FOR SAID MEETING IS AS FOLLOWS:

THIS NOTICE IS GIVEN AT THE DIRECTION OF THE MAYOR PURSUANT TO CHAPTER 21, CODE OF IOWA AND THE LOCAL RULES OF SAID GOVERNMENTAL BODY.  POSTED AUGUST 16, 2019.

MINUTES

Mayor Bohle called the Cresco City Council meeting to order on August 19, 2019, at 7:00 pm at City Hall. Council Members Brenno, McCarville, Fortune, Bouska and Carman were present. No council members were absent.

Bouska requested the street closing for the Power of Pink 5K Run/Walk on October 12, 2019 be removed from the consent agenda so they can get more information on the safety precautions that will be implemented due to the walk being in the dark from 7–9 pm.

Bouska made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes of the August 5, 2019 meeting; Class C Liquor License (LC) (commercial) with outdoor service and Sunday sales to Barbara E. Holstrom d/b/a The Pub. Brenno seconded and it passed all ayes.

Public Works Director Freidhof reported: (a) busy with chipsealing; (b) watermain break was discovered and repaired on Saturday; (c) the street light replacement project on Highway 9 started today.

Police Chief Ruroden submitted the monthly police call report indicating an increase in animal calls. He reported that school starts this week and hopes for a safe return to school for the students. He submitted a proposal from Lexipol to update all of the police policies and procedures. It is a substantial cost but they have attorneys, police professionals, and other police chiefs working on it. They bring everything up to date and any changes in the law will be updated.

City Clerk Girolamo apologized that the July financial statements were not included in the packet but will be included for the next meeting. She attended a meeting with the Mayor, Scott Thomson, Kris Riley, Bill Caffrey, and Rick McCarville this morning regarding the proposed Fitness Center expansion and remodeling project. An architect is working on some preliminary plans and estimated costs to be presented to the Park Board and the Council in October. The resurfacing of the pool may be delayed until the project is done.

McCarville reported the Airport Commission is still researching the feasibility of building a new hangar.

Brenno reported the Park Board is working on a proposed project to build covered bleachers at East Park. He also clarified that the Eagle Scout project for the Gaga Court is being done at Evans Park. The newspaper had incorrectly reported that it was in East Park.

Library Director Kay reported they replaced some coils and condensation lines for the air conditioners which alleviated the water issues in the furnace room. Another concrete contractor recommended removing and replacing the concrete that has been settling. This was the fourth contractor with the same recommendation to replace rather than try to fix the existing concrete.

Brenno made the motion to change the next Council meeting to Wednesday, September 4, 2019 at 7:00 pm due to the Labor Day holiday. Bouska seconded and it passed all ayes.

PWD Freidhof informed the Council that the Planning and Zoning Commission held a public hearing on the zoning change from R-4 to R-3 for the area between the Vernon Road, 4th Avenue SW, 3rd Street SW and 5th Avenue SW. They received a few questions regarding the change. There were no written or oral objections. It was approved unanimously to recommend to the Council that the area be re-zoned. Brenno made the motion to set the public hearing for September 4, 2019 for the zoning change from R-4 to R-3. Carman seconded and it passed all ayes.

Mayor Bohle reported that the City received two very good proposals for the development of the trailer park property. A worksession was held in which both developers presented their proposals. After a lengthy discussion, the difficult decision was made that BDM’s proposal would be more beneficial to the City based on the potentially higher tax basis for the proposed 20 units versus the 12 units. The Council strongly encouraged Nathan Schwickerath and Dan Weness to pursue their proposal on different property in Cresco as it would be a great addition for the City.

Bouska made the motion to select the proposal from BDM Properties with the stipulation that the timing of the development be addressed in the Purchase and Development Agreement. Fortune seconded and it passed all ayes.

Carman made the motion to move forward on negotiations with BDM Properties and directed the City Clerk to proceed with the drafting of a Purchase and Development Agreement. Fortune seconded and it passed all ayes.

Freidhof reported that he and Michelle met with Daren from WHKS regarding the Vernon Road Watermain Improvements Project. We will add an 18” storm sewer to the east side and a 6” tile line on the west side and both would run all the way south to where it can drain away. It will help with ponding although we know it will not completely fix the problem. The storm sewer will add a cost of $180,000 making the total project approximately $400,000. The County will reimburse for a small portion of the storm sewer. A budget amendment will be required using reserves from the Capital Improvement Fund to pay for the storm sewer and the Water Project Fund for the watermain. The Vernon Road Reconstruction project that the City is participating with the County was let out for bids and Croell was awarded the contract by Howard County. Work will be done either this fall or in the spring.

Bouska made the motion to set the public hearing for September 16, 2019 for the Proposed Plans, Specifications, Form of Contract, and Estimate of Cost for Vernon Road Watermain Improvements Project. Fortune seconded and it passed all ayes.

Mayor Bohle asked for comments from the audience and there were none. The Mayor acknowledged the Boy Scout troop and thanked them for attending. The Mayor again thanked Nathan and Dan for submitting their proposal for the development and wished them luck.

Carman moved to adjourn at 7:23 pm. Bouska seconded and it passed all ayes.  The next regular Cresco City Council meeting will be Wednesday, September 4, 2019 at 7:00 pm at Cresco City Hall.
