MINUTES
Mayor Bohle called the special Cresco City Council worksession to order on May 13, 2020, at 5:04 pm at City Hall. Council Members Brenno, Fortune, Bouska, and Carman were present. McCarville arrived at 5:15 pm. No council members were absent.
BDM Developers presented to Council a revised site plan for the proposed development of the old trailer park. Upon taking possession of the property and installing utilities, they learned how high the water table was and the extremely wet conditions of the property. The intended storm water infiltration system will not be feasible. The Site Plan was updated to allow drainage to be collected in a designated storm water detention area. This should effectively control the storm drainage issues. The City may need to also update some of the storm sewer system once the water gets out of that property. There have been drainage issues in that area for a long time and this may be a good time to address these problems. The Council agreed to accept the proposed changes to the site plan. Although COVID-19 has delayed some construction, there should still be six units completed by end of the year.
The Council reviewed the list of projects and equipment purchases that were budgeted for next fiscal year. Due to the uncertainty of the impact on future revenues, Council postponed several projects including the replacement of downtown sidewalk/cross walks and the resurfacing of the bike trail. The bleacher project received a grant from Howard County Community Foundation so that will be evaluated as to whether we will lose the grant by postponing. Council felt the replacement of the grit and screening equipment needs to be completed and will be paid from reserves built up from past sewer charges. All equipment replacements will be evaluated to determine if postponing is reasonable. Department heads will consult with the Public Works Director and/or the City Clerk prior to making large purchases.
Mayor Bohle asked for comments from the audience and there were none.
Carman moved to adjourn at 6:05 pm. Brenno seconded and it passed all ayes. The next regular Cresco City Council meeting will be May 18, 2020, at 7:00 pm at Cresco City Hall unless an electronic meeting is deemed necessary. Telephone and log-in information will be made available for an electronic meeting.
