NOTICE OF PUBLIC HEARING

CRESCO THEATRE AND OPERA HOUSE

 

Notice is hereby given that a public hearing will be held by the City of Cresco on the proposed contract documents (plans, specifications, and form of contract) and estimated cost for the Cresco Theatre and Opera House project at its meeting at 5:30 P.M. on the 17th day of February, 2025, at the Cresco City Hall, 130 North Park Place, Cresco, Iowa.  At the hearing, the City will receive and consider any objections made by any interested party, to the Plans and Specifications, proposed Form of Contract, and the Estimate of the Cost for the project.

 

The Work will include but is not limited to the following improvements:

 

The proposed project consists of a new addition to the existing Cresco Theatre and Opera House, located at 115 2nd Ave. W, Cresco, IA. The addition consists of concrete slab on grade, conventional wood construction, prefinished metal siding and roofing, CMU masonry, interior finishes, mechanical, plumbing, electrical and technology upgrades.

MINUTES

Mayor Fortune called the Cresco City Council meeting to order on February 17, 2025 at 5:30 pm. Council Members Carman, Bouska, Fosaaen, McConnell, and Kriener were present. No council members were absent.

Carman made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes from the February 3, 2025 meeting; Class B Retail Alcohol License to DOLGENCORP, LLC, d/b/a Dollar General #2400 (change of ownership); Class B Retail Native Wine License to Plantpeddler, Inc, d/b/a Plantpeddler; Tax Abatement under the Urban Revitalization Plan for Louis & Lisa Lienhard. Bouska seconded and it passed all ayes.

Public Works Director Brenno reported: (a) have installed about 235 new water meters; (b) reminded people to check the water temperature. If it is below 38 degrees, residents can call to receive a possible credit on their utility bill; (c) Water main break on South Elm; (d) were awarded a grant for planting boulevard trees; (e) Street Department has been trimming trees in the alleys and removing snow.

Police Chief Ruroden reported that the K-9 vehicle will be in service this week.

City Clerk Hill shared that Cole from Upper Explorerland will present an update on the Hazard Mitigation Plan at the next council meeting or work session to get feedback from Council.

McConnell reported that Fitness Center memberships are up to 847. They are working on the locker room renovations and planning a 5K run/walk for St. Patrick’s Day.

McConnell reported that the Chamber is planning a Family Fun Night in May.

Mayor Fortune asked for comments from the audience and there were none.

Kelly Bartling with the Theatre Commission provided an update on fundraising efforts for the Scene Shop. They are currently holding a raffle for a popcorn machine and accessories. Tickets are available at City Hall, the Chamber, and Theatre. The Luren Signers are performing on March 23rd with proceeds going to the project. On March 29th, there will be a dinner show fundraising event with performances of previous plays. They are working on other donations and fundraising ideas for future events.

Fosaaen made a motion to delay all action on the Scene Shop until the March 3rd meeting. McConnell seconded and it passed all ayes.

Brian Stark from Martin Gardner Architecture updated council on the six bids that were received on February 11, 2025 for the Cresco Theatre and Opera House Scene Shop Project: Brenton Buildings $659,000; Cresco Building $691,000; Dave’s Complete Construction $614,000; Life Time Construction Company $716,600; Matt Construction $631,500; N.B. Kock General Contractors $806,000.

Mayor Fortune opened the Public Hearing on the matter of adoption of plans, specifications, form of contract and estimate of costs for the Cresco Theatre and Opera House (Scene Shop). There were no written or oral comments and the public hearing was closed.

Planning and Zoning commission met and recommended Council to vacate F Street. Kriener would like more time to discuss with the affected property owners. McConnell made a motion to table vacating F Street to a future meeting. Fosaaen seconded and it passed all ayes.

Council reviewed zoning requirements for the M-1 Light Industrial District. The Planning and Zoning Commission met and recommended removing the section regarding flammable liquids in underground storage. Council understands the line is hard to interpret, but instead of removing the line, they would like it increased to not to exceed 125,000 gallons instead of 25,000 gallons. McConnell made the motion to amend the line to not to exceed 125,000 gallons and not remove it. Kriener seconded and it passed all ayes.

Bouska made a motion to set a Public Hearing for March 17, 2025 for Proposed Ordinance No. 521 amending provisions pertaining to zoning regulations for M-1 Light Industrial District. McConnell seconded and it passed all ayes.

Mayor Fortune performed the first reading of proposed Ordinance 521 which amends Chapter 165 of the Code of Ordinances of the City of Cresco, Iowa pertaining zoning regulation for M-1 Light Industrial District. Carman made the motion to approve the first reading. Bouska seconded and it passed all ayes.

Carman made a motion to approve winter adjustment for a credit on water and sewer bills for customers running water to prevent service lines from freezing from January 20, 2025 through February 20, 2025. Customers must contact City Hall and report the temperature of water to claim the credit. McConnell seconded and it passed all ayes.

Fosaaen made a motion authorizing the mayor to sign a traffic control device application with the Iowa Department of Transportation for two traffic control devices along Highway 9. McConnell seconded and it passed all ayes.

Brenno explained that there was a fire at the yardwaste site and it appears to have started when hot ashes were disposed of in the tree pile. Brenno will explore what other cities do with yardwaste and come up with some options for yardwaste disposal.

Carman moved to adjourn the Council Meeting at 6:15 pm. Bouska seconded, and it passed all ayes. The next regular Cresco City Council meeting will be March 3, 2025, at 5:30 pm at Cresco City Hall.
