MINUTES
Mayor Brenno called the special Cresco City Council meeting to order on November 22, 2023, at 12:07 pm. Council Members Carman, Bouska, McConnell, and Kriener were present. Council Member Fortune was absent.
The special meeting was called to discuss residency requirements for police and public works employees. Police Chief Ruroden requested the Council to consider changing the residency requirement for the City of Cresco Police Department. By extending the residency would enable him to make an offer of employment for a certified officer to fill his vacancy. His suggestion was to extend it from 2.5 miles to a 30-minute response requirement.
Council discussed the matter extensively and considered the pros and cons. They concluded that with the changing times, it is getting more difficult to fill open positions with strict residency requirements. Discussion was also held regarding also updating the residency requirement for the public works employees. The Council could not agree on whether the Public Works Director should be included in the residency requirements or if that position is more of an administrative position and therefore exempt.
Kriener made the motion to amend to the Employee Handbook to change the residency requirement to a 30-minute response for the Police Department and Public Works Department. McConnell seconded and it passed all ayes.
Council requested that second interviews be scheduled for Monday, November 27, 2023 starting at 4:30 pm for the Public Works Director position.
Bouska moved to adjourn at 1:32 pm. Carman seconded and it passed all ayes. The next regular Cresco City Council meeting will be December 4, 2023, at 5:30 pm at Cresco City Hall.
