PUBLIC NOTICE IS HEREBY GIVEN THAT THE ABOVE MENTIONED
GOVERNMENTAL BODY WILL MEET AT THE DATE, TIME AND PLACE SET OUT ABOVE. THE TENTATIVE AGENDA FOR SAID MEETING IS AS FOLLOWS:

MINUTES
Mayor Brenno called the Cresco City Council meeting to order on October 2, 2023, at 5:30 pm. Council Members Carman, Bouska, Fortune, McConnell, and Kriener were present. No Council Members were absent.
Mayor Brenno revised the agenda by moving items #4 Approval of Pay Request #3 for $581,207.50 to Generation X Construction, LLC for the 7th Street West Reconstruction Project and #5 Approval of Pay Request #3 for $355,527.00 to Wicks Construction, Inc for the Downtown Crosswalk Project from the consent agenda to the business portion of the agenda.
Bouska made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes from September 18, 2023. Carman seconded and it passed all ayes.
Public Works Director Widell reported: (a) water main break today at Warner Ave and Crescent Dr; (b) Yardwaste pickup resumes October 16th. Schedules are available at City Hall and the City website; c) Water Tower Project is almost finished, but waiting on a fall protection system. It will be filled and back in service this week; (c) Downtown Crosswalk Project is almost finished. They are working on the north crosswalks this week. The last step will be the intersections at 1st Ave and 3rd Ave; (d) 7th St W Reconstruction Project is moving along well. They are working on water and storm sewer installation. Getting ready to prepare the street from Hwy 9 to Stock for winter. The road will remain unpaved for the winter. Council would like to explore either a truck route or weight restrictions on 7th St West. Widell will get more information.
Sergeant Fotiadis reported on September calls. Animal, harassment, driving complaints, and traffic control calls were all up. The pound should be available for use by November.
Deputy Clerk Hill reported: (a) there will be CIP work session after the October 16th meeting; (b) budget worksheets are being handed out to department heads.
McConnell reported the Airport Commission did not receive the grant for the runway. Looking at other ways to repair the runway. Airport commission officers stayed the same.
Carman reported there is a ribbon cutting at Furniture Redo on October 5th; Jingle in Your Pocket starts November 3rd, CIDC banquet is November 17th; and November 19th is the Holiday Open House.
Mayor Brenno recognized four employees with service anniversaries in October and thanked them for their dedication and years of service to the City and residents: Amber Yanes – City Hall 1 year; Michelle Elton – City Hall 16 years; Aaron Larson – Street Dept 4 years; Aaron Butikofer – Sewer Dept 7 years.
Mayor Brenno asked for comments from the audience and there were none.
Scott Huneke from WHKS updated Council on the 7th St W Reconstruction and Downtown Crosswalk Projects. Both projects are moving along well and completion for winter will be by the end of November. Discussion was held on the current piles of rock, trees and black dirt at the airport. Due to the extra rock from the pond, there will still be one pile that will remain. It will get smoothed out as much as possible and it would be reseeded. Council would like to see all of the piles removed by completion of the project if possible. Bouska made a motion to approve Pay Request #3 for $581,207.50 to Generation X Construction, LLC for the 7th Street West Reconstruction Project. McConnell seconded and it passed all ayes.
Kriener made a motion to approve Pay Request #3 for $355,527.00 to Wicks Construction, Inc for the Downtown Crosswalk Project. McConnell seconded and it passed all ayes.
Carman made the motion to approve a sewer adjustment of $132.42 for water not entering the sanitary sewer system for Karen Stapelkamp. Fortune seconded and it passed all ayes.
Hotel/Motel Tax of $6,797.71 was received this quarter with four applications received for $8,750. Kriener made the motion to award Hotel/Motel Tax Grant to: Cresco Chamber $750 for Santa Parade; Cresco Chamber $3,500 for the Beadle Park lighted sign; Cresco Chamber “Streetscape” $3,000 for statue pedestal repairs; Cresco Theatre & Opera House $1,500 for a live show performed by the Neverly Brothers. McConnell seconded and it passed all ayes.
Bouska made the motion to approve the resolution approving the Street Finance Report. Carman seconded and it passed all ayes.
Bouska made the motion to approve a resolution authorizing the Mayor to enter into an Information Technology Services Agreement – Statement of Work with Solutions, Inc. Fortune seconded and it passed all ayes.
Carman moved to adjourn at 5:56 pm. Bouska seconded and it passed all ayes. The next regular Cresco City Council meeting will be October 16, 2023, at 5:30 pm at Cresco City Hall.
