THIS NOTICE IS GIVEN AT THE DIRECTION OF THE MAYOR PURSUANT TO CHAPTER 21, CODE OF IOWA AND THE LOCAL RULES OF SAID GOVERNMENTAL BODY.  POSTED DECEMBER 4, 2020.

MINUTES

Mayor Bohle called the Cresco City Council meeting to order on December 7, 2020, at 7:00 pm. Council Members Brenno, McConnell, Fortune, Bouska, and Carman were present. No council members were absent.

Mayor Bohle explained that due to the COVID-19 Pandemic, as to protect the employees, council members, and the public, the meeting is being held electronically. Carman made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes of the November 16, 2020 meeting; Class C Liquor License (LC) (commercial) with outdoor service and Sunday sales to Howard County Agricultural Society d/b/a Mighty Howard County Fair – Howard County Expo; Class C Liquor License (LC) (commercial) with outdoor service and Sunday sales to South Side Bar and Grill; Designated Snowmobile Trail in city limits for December 21, 2020 through April 1, 2021; Owner Occupied Housing Contractor request for payment #2 Rehabilitation & LHR Contract #3 for $9,273.60 for All Season Construction. Bouska seconded and it passed all ayes.

Public Works Director Widell reported: (a) Street Department plowed snow on November 24th and everything went relatively smoothly for the first time and considering the conditions; (b) November 24-25th the Wastewater Department cleaned a sewer main that had become backed up due to tree roots on the south side of town. They were able to get everything cleaned and flowing and will address the issue this spring; (c) the wastewater position was reposted until December 9th; (d) December 1st the Water Department had a broken water main on Crescent Ave and Warner Dr. It took most of the day to find and repair but was done successfully.

The November police report was submitted.

City Clerk Girolamo submitted the administration report.

Fortune reported the Theatre Commission cancelled the December meeting. The theatre was awarded $10,000 for the COVID Relief Grant from the State for theatres in Iowa. He also reported the Driftrunners are still planning to hold their 50th annual Driftrunners event in January. They are working on many different options.

Bouska made the motion to approve the resolution authorizing the Mayor to enter into a Five-Year Sewer Maintenance Contract with CIT Sewer Solutions. Carman seconded and it passed all ayes.

Carman made the motion to approve the resolution authorizing the transfer of funds for FY2021 (December transfers). Brenno seconded and it passed all ayes.

Brenno made the motion to approve the resolution authorizing the transfer of funds and inactivating the Street Assessment Project Fund #319. McConnell seconded and it passed all ayes.

Bouska made the motion to extend the time for Kyle Hanson to abate the nuisance on his residence until the spring. Brenno seconded and it passed all ayes.

Carman made a motion to approve the request to payout Police Chief Ruroden’s vacation time that is in excess of his 120 hours allowed to be carried over on December 31, 2020. The police department has been short two officers and with all the COVID related issues, the Chief has not been able to use his vacation so an exception was allowed this year only. The payout will be approximately $1,600. Fortune seconded and it passed all ayes.

The Council discussed the new program offered by the City’s accounting software called Virtual FrontDesk Assistant. This would allow City customers to log-in and see their accounts online. It would enable them to make payments on their accounts that would then post into the accounting software. There is a $1,000 discount if purchased by December 31, 2020 but would still cost over $3,000 initially and over $1,000 per year after that. Bouska sent a list of questions to City Hall that she would like addressed regarding the program but still made the motion to proceed with purchasing. There was no second to the motion and the rest of Council requested the decision be tabled until the next meeting to learn more about the program.

Mediacom sent a notice that rates will be increasing. Although everyone is frustrated with the increasing rates, there is not much that can done. There are a number of alternatives that citizens have available for cable or dish options but unfortunately the prices are increasing everywhere.

Unfortunately, the number of cases of COVID-19 are increasing in Howard County and surrounding counties. The Mayor encouraged everyone to stay safe.

Mayor Bohle asked for comments from the audience and there were none.

Carman moved to adjourn the Council Meeting at 7:17 pm. Brenno seconded and it passed all ayes. The next regular Cresco City Council meeting will be December 21, 2020, at 7:00 pm at Cresco City Hall unless a virtual meeting is deemed necessary.
