GOVERNMENTAL BODY WILL MEET AT THE DATE, TIME AND PLACE SET OUT ABOVE.  THE TENTATIVE AGENDA FOR SAID MEETING IS AS FOLLOWS:

THIS NOTICE IS GIVEN AT THE DIRECTION OF THE MAYOR PURSUANT TO CHAPTER 21, CODE OF IOWA AND THE LOCAL RULES OF SAID GOVERNMENTAL BODY.  POSTED NOVEMBER 3, 2020.

MINUTES

Mayor Bohle called the special Cresco City Council worksession to order on November 4, 2020, at 6:00 pm. Council Members Brenno, McConnell, Fortune, Bouska, and Carman were present. No council members were absent.

City Clerk Girolamo presented several different health insurance plans that Group Benefit Partners and also Group Services had presented for optional plans. Key benefits and flaws were discussed on each plan. Council then analyzed different scenarios for self-funding options on the traditional plan and city contributions to H.S.A. participants. Brenno made the motion to choose Wellmark BC/BS SX5/TG97 traditional plan and Wellmark BC/BS SY6/TH6 H.S.A. plan. The city will self-fund the deductible from $5,000 to $1,500, the out-of-pocket maximum from $8,550 to about $2,700, and co-insurance from 70%/30% to 90%/10% for the traditional plan for single enrollees with each of these amounts doubled for family coverage. For each employee enrolling in the H.S.A. plan, the City will contribute $150 per month in their H.S.A. account. Bouska seconded and it passed all ayes.

Discussion was then held regarding City Clerk roles and Personnel Committee roles. The Personnel Committee was dissolved and issues will follow the chain of command starting with the supervisor, then the Public Works Director and/or City Clerk, and finally the Council. The Council will address the issue in open meeting unless it qualifies for a closed session and is requested to be closed by the employee. Clarification was made regarding the Library Board, Park Board, and Theatre Commission having the authority to hire personnel within their respective departments and staying within their budgets. The Public Works Director and Supervisors will make the hiring decisions for the public works departments. The Council will approve the recommendations of full-time hiring decisions and approve the offer of employment including rate of pay.

Water and Wastewater certification requirements were extended six months to December 31, 2021 due to COVID-19. Employees are still encouraged to get certified as soon as possible.

Bouska moved to adjourn at 8:05 pm. Brenno seconded and it passed all ayes. The next regular Cresco City Council meeting will be November 16, 2020, at 7:00 pm at Cresco City Hall.
