THIS NOTICE IS GIVEN AT THE DIRECTION OF THE MAYOR PURSUANT TO CHAPTER 21, CODE OF IOWA AND THE LOCAL RULES OF SAID GOVERNMENTAL BODY.  POSTED JULY 30, 2020.

MINUTES

Mayor Bohle called the special Cresco City Council worksession to order on August 3, 2020, at 6:15 pm. Council Members Brenno, McCarville, Fortune, Bouska, and Carman were present. No council members were absent.

The hiring process for the new Public Works Director position was discussed. There were differing views on whether interviews could be scheduled for evenings rather than afternoons to accommodate Council members working during the day. There were also disagreements on whether the interviews should be conducted with the full council present, requiring it to be posted and open to the public. If less than a quorum of Council members is present, the interviews could be conducted without the public attending and therefore protecting the privacy of the interviewees.

It was decided that all applications would be reviewed by each of the Council members but by one or two members at a time to avoid a discussion of a quorum. The applicants would then be ranked with the top ranked ones interviewed. The interviews would be conducted by groups, with one or two Council members, so each applicant would be interviewed by two or three groups.

The Council discussed the Parking Ordinance that is in effect from November 15th through April 15th each year. The Ordinance requires parking on alternate sides of the streets. The purpose of the alternate parking allows the efficient removal of snow. The requirement is in effect whether it snows or not. Council considered changing to a snow emergency declaration which would not allow parking on any street during the emergency. There was concern of how and when to declare the snow emergency and making sure the public is aware of the declaration. There is also the problem of citizens having a place to park during the emergency. Council decided that it is better if residents get in the habit of alternate parking every night whether it snows or not. The alternate parking also makes it easier for everyone to navigate if all cars are parked only on one side especially on narrow streets. The Ordinance will be enforced throughout the five months.

Mayor Bohle asked for comments from the audience and there were none.

Brenno moved to adjourn at 6:46 pm. Bouska seconded and it passed all ayes. The next regular Cresco City Council meeting will be August 3, 2020, at 7:00 pm electronically on Google-Meet.
