PUBLIC NOTICE IS HEREBY GIVEN THAT THE ABOVE-MENTIONED GOVERNMENTAL BODY WILL MEET AT THE DATE, TIME AND PLACE SET OUT ABOVE.    THE TENTATIVE AGENDA FOR SAID MEETING IS AS FOLLOWS:

RECURRING ITEMS:   There may be action taken on each of the items listed below.

  1. Approval of the Agenda
  2. Approve minutes from July 9, 2024

NEW BUSINESS:  There may be action taken on each of the items listed below.

  1. Open the Public Hearing and discuss the rezoning request from Howard County, Iowa to rezone LOT 2-A, LOT 1-1-2, LOT 2-7, and LOT 2 OF 2 & 100′ RRROW IR SURV SE & LOT2 OF 7 SW from M-1 to C-2.
  2. SET DATE AND TIME FOR NEXT MEETING: Board meets on an as needed basis.

THIS NOTICE IS GIVEN PURSUANT TO CHAPTER 21, CODE OF IOWA AND THE LOCAL RULES OF SAID GOVERNMENTAL BODY.  POSTED 7-23-24

MINUTES

The meeting was called to order by Chair Dick Schorr at 6:02 pm.

Roll call: Schorr, Conlan, Balk-Omar, Wiley, Lickteig, and Trachta were present. Rieks arrived at 6:10 pm.
Guests present were Nick Rissman, Howard County Engineer, and Harold & Marcella Huhe.

Lickteig made a motion to approve agenda and minutes from the July 9th, 2024 meeting. Wiley 2nd, passed all ayes.

Howard County has requested to rezone their property near the Fairgrounds from M-1 to C-2. The legal description includes: LOT 2-A, LOT 1-1-2, LOT 2-7, and LOT 2 OF 2 & 100′ RRROW IR SURV SE & LOT2 OF 7 SW FROM M-1 TO C-2.
Nick Rissman presented their plan to potentially move two buildings along 7th St West to the rear of their property, and build a new building in their place. He said that they have power lines along three sides, and the rezoning will let them better utilize the entire property.
Nick reached out to 15 of the property owners within 300 feet of the County’s property, and none of them had any negative comments or concerns. The City also sent notices to the property owners

Harold and Marcella Huhe asked it their property would be included in the zoning change, and the answer is no.

Public Works Director Dave Brenno stated that City Hall did not receive any emails, letters, or in-person visits regarding the zoning change. He received one phone verifying the location, but the caller did not have any concerns.

After the discussion ended, and all questions were answered, Lickteig made a motion to approve the zoning change from M-1 to C-2 with Balk-Omar seconding the motion. Roll call vote was held, and the motion passed with all ayes.
