MINUTES

 

Mayor Brenno called the Cresco City Council meeting to order on May 16, 2022, at 5:30 pm. Council Members Kriener, McConnell, Fortune, Bouska, and Carman were present. No council members were absent.

Bouska made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes from May 2nd and May 4, 2022 meetings; pay request #2 – Final for $727.50 to Blazek Corporation for the Cyclone and Classifier Replacement Project. Carman seconded and it passed all ayes.

Public Works Director Widell reported (a) boulevard trees were planted; (b) work was done around the storm sewer retention pond on 8th Ave to repair washouts by the culvert; (c) a tile line broke at the WWTP for one of the digestor tanks that will need to be replaced; (d) yardwaste pick up was done today with the last one this spring on May 31st.

Police Chief Ruroden reported that graduation went well. Eddie Eagle program finished today at the preschool. New Police Officers Blake Welper and Gatlin Keehner were introduced. The two Officers conducted their Oath of Office with Mayor Brenno presiding. The officers were welcomed to the City of Cresco Police Department.

City Clerk Elton reported: (a) the Theatre installed insulation thanks to an Amy Bouska Trust Energy Efficiency Grant; (b) the Howard County Supervisors are using some of their ARPA grant to support local agencies affected by COVID. The Library will receive $10,000 and the Cresco Community Fire will receive $20,000 to be used for special projects or equipment needed outside of their normal operating budgets. The City is appreciative of the donations.

Carman read a report from Library Director Jordyn Moore. Jordyn graduated with her Master of Science in Library and Information Science from Syracuse University which is the highest accreditation in the library field. The City of Protivin denied the request to contract with the Cresco Public Library and pay a residential fee. Protivin patrons will have the option to purchase a library card. Summer Library Programs start in June. Privacy proceedings and processes have been updated, purging expired patron accounts, planning the June book sale, hotspots are available for checkout, computer and technology help sessions are held Wednesdays, new patron cards have been ordered, and they are looking for applicants for the Library Board. The Howard County Library Association will have a free event called “Down on the Farm” at the Fair on June 24th.

Mayor Brenno asked for comments from the audience and there were none.

Mayor Brenno opened the Public Hearing to amend Chapters 92 and 99 in the City of Cresco Code of Ordinances pertaining to water rates and sewer service charges. There were no oral or written comments and the Public Hearing was closed.

Two quotes were received for the Pickleball Court Project: Heartland Asphalt $128,826.70; Mehmert Tiling $137,138.07. WHKS reviewed both quotes and recommended accepting the low quote from Heartland. Bouska made the motion to accept the quote from Heartland Asphalt and to approve the resolution making award of contract for the Pickleball Court Project. McConnell seconded and it passed all ayes.

Airport Commission President Gerald Ferrie reported that Josh Dank from Clapsaddle Garber Associates (CGA) attended their meeting. He explained that if the City would do phase two of the runway project, which includes replacing sections of damaged concrete, that the runway would be able to go for a few years before the third phase of overlaying would need to be done. CGA prepared a grant application requesting 85% from the Iowa DOT of $144,500 with the City committing 15% or $25,500. Carman made the motion to approve the resolution authorizing the submission of the Application for Iowa Airport Improvement Program and Certifying Eligibility Requirements. McConnell seconded and Fortune, Kriener, Carman and McConnell voted aye. Bouska voted nay. The motion passed by majority vote. Bouska commented that her nay vote was because she feels Howard County should be participating with the airport.

The phase one of the Airport project was for the runway drainage. The bid was approved at a prior meeting and now the bonds and contract have been signed and submitted by Mehmert Tiling. Carman made the motion to approve the resolution approving the contract and bond for the Airport Runway Drainage Improvements Project for the City of Cresco, Iowa. McConnell seconded and it passed all ayes.

Spiff Slifka reported the Farmer’s Market was not very successful last year. However, this year she worked with RC&D to get approved for a Federal grant. The new name is Cresco Iowa Open Air Market. The first Thursday of the month will be at the Dollar Fresh parking lot with the other Thursdays at Beadle Park. Free books will be given away each week and all types of vendors are encouraged to participate. Next year Spiff and the Master Gardeners will teach people how to properly grow a garden in a hay bale and will hopefully have some examples.

Two bids were received for the CDBG Housing Rehab project: Skoda Home Improvement $25,652; Grube Construction $23,440. Carman made the motion that due to the bidder’s record of reliability in performance, the Grube Construction bid is rejected and to award the contract to Skoda Home Improvement in the amount of $25,652, as the lowest responsive, responsible bid. Bouska seconded and it passed all ayes.

Jim Dietzenbach is requesting to remove his property from the Condominium Plat that the City approved on September 4, 2019. Bouska made the motion to approve the Resolution Fixing Time and Place for Public Hearing on Petition to Vacate Plat Regarding Second Avenue Condominium Complex for June 20, 2022. McConnell seconded and it passed all ayes.

Mayor Brenno performed the first reading of proposed Ordinance 494 amending Chapter 92.02 and 92.03 of the Code of Ordinances of the City of Cresco, Iowa, pertaining to water rates. Carman made the motion to approve the first reading of proposed Ordinance 494. Bouska seconded and it passed all ayes.

Mayor Brenno performed the first reading of proposed Ordinance 495 amending Chapter 99.02 of the Code of Ordinances of the City of Cresco, Iowa, pertaining to sewer service charges. Bouska made the motion to approve the first reading of proposed Ordinance 495. McConnell seconded and it passed all ayes.

Carman made a motion to approve a resolution authorizing the Mayor to enter into a Professional Services Agreement with WHKS & Co. for the 7th Street West Reconstruction Project. Bouska seconded and it passed all ayes.

Bouska made a motion to approve a resolution authorizing the Mayor to sign an Engagement Agreement with Ahlers & Cooney, PC regarding the municipal sewer system and Industrial Service Agreements. Carman seconded and it passed all ayes.

McConnell made the motion to set the Public Hearing for June 6, 2022 for Budget Amendment #3 for fiscal year ending June 30, 2022.  Kriener seconded and it passed all ayes.

Carman moved to adjourn the Council Meeting at 6:00 pm. McConnell seconded and it passed all ayes. The next regular Cresco City Council meeting will be June 6, 2022, at 5:30 pm at Cresco City Hall.
