PUBLIC NOTICE IS HEREBY GIVEN THAT THE ABOVE MENTIONED

GOVERNMENTAL BODY WILL MEET AT THE DATE, TIME AND PLACE SET OUT ABOVE.  THE TENTATIVE AGENDA FOR SAID MEETING IS AS FOLLOWS:

THIS NOTICE IS GIVEN AT THE DIRECTION OF THE MAYOR PURSUANT TO CHAPTER 21, CODE OF IOWA AND THE LOCAL RULES OF SAID GOVERNMENTAL BODY.  POSTED OCTOBER 30, 2020.

MINUTES

Mayor Bohle called the Cresco City Council meeting to order on November 2, 2020, at 7:00 pm. Council Members Brenno, McConnell, Fortune, Bouska, and Carman were present. No council members were absent.

Bouska made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes of the October 19, 2020 meeting; Tax Abatement under the Urban Revitalization Plan for Isaac Hover and Callie Mihm; Owner Occupied Housing Contractor Request for payment #2 – final for $6,358.00 for Tupy Construction. Brenno seconded and it passed all ayes.

Public Works Director Freidhof reported: (a) we are working on a storm sewer project in Webster Addition as part of the sump pump drainage project. A&J Construction is also installing drainage/downspout options for lots they own in the development; (b) met with WHKS via Zoom regarding possible sewer projects for budget estimates. We also discussed moving forward with replacing the grit removal equipment by July 1, 2021 as a currently budgeted project; (c) Nate has been experiencing a variety of issues in his training for his PWD position.

Police Chief Ruroden submitted the October police report. He has been busy working with Lexipol on updates to the policies and procedures. Officer Kriener has submitted his letter of resignation to take a job with the Winneshiek County Sheriff’s office and we wish him the best. There are currently two openings which we hope to fill soon.

City Clerk Girolamo reported (a) we received the second allocation of the Iowa Cares Grant for $18,269.44 so we received over $88,800 total; (b) budget worksheets have been distributed to all department heads. They are due back the middle of November after their board meetings.

Bouska reported the Regional Housing Authority Board met. They are still trying to get through the back-log of applications that they were not able to process due to COVID.

Carman made the motion to approve the resolution authorizing the transfer of funds for early redemption of General Obligation Capital Loan Notes, Series 2010. Bouska seconded and it passed all ayes.

Bouska made the motion to approve the resolution authorizing the change in Authorized Business Officer and update the cardholder account for the Public Works Director credit card. Carman seconded and it passed all ayes.

Carman made the motion to approve the resolution accepting the Annual Urban Renewal Report of the City of Cresco, Iowa for the fiscal year 2019-2020 and directing the City Clerk to file the report with the State of Iowa Department of Management. Brenno seconded and it passed all ayes.

Bouska requested the Record Retention Policy be approved at a later date due to technical questions in the policy. Brenno made the motion to approve the resolution approving and adopting policies for the City of Cresco. Policies approved include the Credit Card Policy, Conflict of Interest Policy, Telephone Use Policy, Electronic Communication Policy, and Social Media Policy. Carman seconded and it passed all ayes.

Group Services will present health insurance premiums on Tuesday so the City Council needs to decide how much to self-fund the policy and which plan to choose. Since only two council members are available to meet for the presentation, it was decided that the Council would meet November 4, 2020 at 6 pm to review the options and make decisions. Council will also need to decide how much to fund into employee H.S.A. accounts.

Mayor Bohle asked for comments from the audience. Jason Passmore reported “Jingle in your Pocket” will run from November 6th through December 10th with $4,000 of prizes given away for shopping locally. The prize money is funded $2,000 by Cresco Bank & Trust and by CUSB Bank.  The CIDC/Chamber Banquet will be held virtually on November 19, 2020 at 4:30 pm. It will include business recognitions, the wine pull, and auction. Auction proceeds will be donated to the Heritage Foundation’s Birthplace Shelter Project in honor of the 50th anniversary of Borlaug’s Nobel Peace Prize. Cresco Holiday Open Houses will be held from noon to 4 pm on Sunday, November 22, 2020. The Santa Parade will be held at 4 pm on November 27, 2020 with Steve and Kathy McCarville as Grand Marshalls.

The Cresco Firefighter’s Pancake Supper will be November 3rd with a drive-thru or delivery service within Cresco.

Brenno moved to adjourn the Council Meeting at 7:47 pm. Bouska seconded and it passed all ayes. The next regular Cresco City Council meeting will be November 16, 2020, at 7:00 pm at Cresco City Hall.
