PUBLIC NOTICE IS HEREBY GIVEN THAT THE ABOVE MENTIONED

MINUTES
Mayor Bohle called the Cresco City Council meeting to order on October 5, 2020, at 7:00 pm. Council Members Brenno, Fortune, Bouska, and Carman were present. No council members were absent.
Bouska made a motion to appoint Richard McConnell to fill the Council vacancy. Brenno seconded and it passed all ayes. Mr. McConnell performed the Oath of Office and was seated at the Council table.
Bouska made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes of the September 21 and September 29, 2020 meetings. Fortune seconded and it passed all ayes.
Public Works Director Freidhof reported: (a) everyone is staying busy; (b) sand and salt is mixed up and ready for winter; (c) yardwaste pickup started this week. We have been hauling wood chips out and will deliver within a reasonable distance of the city just to get rid of them; (c) Northway will be here next week to recase the well; (d) EPA showed up today for a surprise Sewer Department inspection; (e) are having issues with the industrial park lift station; (f) Schwickerts Roofing has the annual inspection report done for the Theatre and will present it to Wendy & Rod on Friday. It doesn’t sound like anything major but may have some normal maintenance; (g) received the quarterly random drug testing today; (h) will work with Nate on all projects.
The police report was submitted to Council.
City Clerk Girolamo reported they have been really busy writing resolutions, grants and miscellaneous items.
Mayor Bohle opened the public hearing for Budget Amendment #1 for fiscal year ending June 30, 2021. There were no oral or written comments and the public hearing was closed. Bouska made the motion to approve the resolution amending the current budget for fiscal year ending June 30, 2021. Brenno seconded and it passed all ayes.
Mayor Bohle opened the public hearing for proposed Ordinance No. 487 amending the Code of Ordinances of the City of Cresco, Iowa, by adding provisions pertaining to engine brakes and compression brakes: prohibited noises. There were no oral or written comments and the public hearing was closed. Mayor Bohle performed the second reading of proposed Ordinance No. 487. Carman made the motion to approve the second reading. Fortune seconded and it passed all ayes.
Fortune made the motion to approve the resolution authorizing the Mayor to sign the Offer of Employment for the Public Works Director Position. Carman seconded and it passed all ayes.
Bouska made the motion to approve the resolution adopting the Comprehensive Solid Waste Reduction Plan of the City of Cresco. Brenno seconded and it passed all ayes.
Carman made the motion to approve the resolution requesting reimbursement from the Iowa COVID-19 Government Relief Fund (second request). Fortune seconded and it passed all ayes.
Fortune made the motion to pledge matching funds of $8,000 to Northeast Iowa Regional Housing Trust Fund for the Iowa Finance Authority Funding Application. Brenno seconded and it passed all ayes.
Council discussed whether to trade in the 2011 Durapatcher and purchase a refurbished 2017 Durapatcher for $39,500. Brenno made the motion to approve the quote. Bouska seconded and it passed all ayes.
The dental insurance renewal proposal has no increase in premiums with the same coverage. Dental premiums are paid entirely by participating employees. Carman made the motion to approve the resolution authorizing the City Clerk to renew the dental insurance contract with Wellmark Blue Cross Blue Shield. Brenno seconded and it passed all ayes.
Council Member Bouska read the proclamation and Mayor Bohle proclaimed October 7, 2020 as Energy Efficiency Day.
Council unanimously agreed to proceed with the paperwork and notices to payoff a GO Bond early and potentially save almost $20,000 in interest.
The Public Works Department Heads met with the Public Works Director and City Clerk and decided to keep the departments separated until January 1, 2021. We will decide in early December whether to extend it longer depending on the COVID status. It was a very productive meeting. Everyone is excited to work together and welcomed Nate as the new PWD.
The Library staff has returned to normal working hours but the Library remains closed to the public except by appointment. They have been able to complete many projects that could not have been done if they had been open.
Mayor Bohle asked for comments from the audience and there were none.
Carman moved to adjourn at 7:22 pm. Brenno seconded and it passed all ayes. The next regular Cresco City Council meeting will be October 19, 2020, at 7:00 pm at Cresco City Hall.
