PUBLIC NOTICE IS HEREBY GIVEN THAT THE ABOVE MENTIONED

GOVERNMENTAL BODY WILL MEET AT THE DATE, TIME AND PLACE SET OUT ABOVE.  THE TENTATIVE AGENDA FOR SAID MEETING IS AS FOLLOWS:

THIS NOTICE IS GIVEN AT THE DIRECTION OF THE MAYOR PURSUANT TO CHAPTER 21, CODE OF IOWA AND THE LOCAL RULES OF SAID GOVERNMENTAL BODY.  POSTED SEPTEMBER 16, 2022.

MINUTES

Mayor Pro-Tem Bouska called the Cresco City Council meeting to order on September 19, 2022, at 5:30 pm. Council Members Kriener, McConnell, Fortune, Bouska, and Carman were present. Mayor Brenno attended via Zoom. No council members were absent.

Carman made the motion to approve the consent agenda which included approval of the: agenda; claims; minutes from the September 6, 2022 special meeting, September 7, 2022 special meeting, and September 7, 2022 regular Council meeting; Parade Permit for portions of 3rd Avenue and North Elm Street for the Santa’s Holiday Parade on November 25, 2022. Kriener seconded and it passed all ayes.

Public Works Director Widell reported: (a) EV Charging stations should be up and running this week; (b) waiting on sludge testing; (c) Visu-Sewer will be doing manhole rehab so be cautious in alleys; (d) flushing hydrants on October 6th & 7th.

Police Chief Ruroden thanked everyone that came out and supported the Police Department’s fundraiser on September 17, 2022. He is working on getting the new car ordered and equipment installed in the new vehicles. Officers are doing well at the academy.

City Clerk Elton reported: (a) received notice of union negotiations for wages only, Council will need to meet to discuss; (b) CIP project sheets are due tomorrow; (c) will start working on budget after CIP projects are identified; (d) will work with Piper Sandler regarding bonding for projects.

Fortune reported the Theatre Commission met and went over CIP and discussed rental rates. CRICCET discussed terms for members and the pickleball project.

McConnell reported the airport met and went over the CIP. Park board met and discussed the pickleball project, offering more classes, increasing rentals at the lodge, and arts and crafts during the winter.

Mayor Pro-Tem Bouska welcomed the Boy Scout troop and asked for comments from the audience. Stan Krider addressed the council with questions on recycling.

Mayor Pro-Tem Bouska opened the Public Hearing for Budget Amendment #1 for fiscal year ending June 30, 2023. There were no written or oral comments and the public hearing was closed. Carman made the motion to approve the resolution amending the current budget for Fiscal Year ending June 2023. Fortune seconded and it passed all ayes.

Kelly O’Donnell presented the insurance renewal package. EMC will conduct inspections of the buildings to establish estimated replacement costs for the Council to determine if valuations should be increased or decreased. Premiums have increased so he will give some options with increasing deductibles and the impact on premiums for the Council to consider.

Carman made the motion to approve the resolution authorizing the Mayor to enter into a Facilities Use Agreement with Northeast Iowa Area Agency on Aging. McConnell seconded and it passed all ayes.

Discussion was held regarding solid waste collection for dumpsters and recycling. Several business owners discussed concerns with the recycling center being closed to the public. The Mayor, Council, and City Hall also received numerous complaints. Julian, Lucas, and Ross Merritt represented Hawkeye Sanitation and Hawkeye Recycling. They explained it had to be closed due to potential loss of future revenue from dumpster collection fees and due to past losses. Hawkeye will write up a proposal for the Council to consider with options to open the recycling center as soon as possible.

Applications for the billing clerk position are due September 26th. Gary, Rich, Nate, Niki, and Michelle will conduct interviews early next week and hopefully have a recommendation for hiring at the next meeting.

Carman moved to adjourn at 7:10 pm. McConnell seconded and it passed all ayes. The next regular Cresco City Council meeting will be October 3, 2022, at 5:30 pm at Cresco City Hall.
